Definition:
- Layer: MAC (Medium Access Control) & PHY
(Physical Layer)
- Purpose: Monitors LTE link quality and helps optimize
HARQ retransmissions.
- The UE or eNodeB calculates BLER by
checking how many transport blocks fail CRC checks.
- If a transport block fails CRC, it is
counted as an error.
- If BLER exceeds the threshold, HARQ
retransmissions are triggered.
